Northwest of the Vale of Fingers lies a region commonly referred to within the Vale as the Shifting Kingdoms. The term reflects a long record of unstable borders, contested rule, and short-lived alliances. It is the name used in Crownhold, Midvale, and most formal records, and carries no implication of unity or permanence.

Within the borderlands themselves, and among those who claim authority there, the region is more often called Thalenor. This name originates from a single kingdom that controls only part of the territory but asserts a standing claim over the whole. Its rulers speak of Thalenor as a rightful realm temporarily diminished, rather than one power among many. The claim persists regardless of how much land they presently govern.

The distinction between these names has practical weight. Referring to the region as the Shifting Kingdoms in the presence of Thalenori officials is taken as a denial of their legitimacy. Using Thalenor as a general term within the Vale, by contrast, marks the speaker as aligned with that claim, or as unaware of the dispute it implies. In both cases, the choice of name signals political position more clearly than any stated allegiance.

The land itself is uneven and fragmented. Rolling uplands and broken hills give way to fertile valleys, separated by stretches of rough ground that resist easy control. Authority changes sharply from place to place. Some territories recognise Thalenor’s rule, others answer to local lords, councils, or inherited bloodlines, and many shift allegiance as conditions demand. Roads connect the region, but their safety and upkeep depend entirely on whose land they cross at any given time.

From the Vale, the region is generally regarded as conservative and inward-looking. Decisions are expected to follow precedent and obligation, and outside authority is engaged only when it proves immediately useful. The Concordate is formally acknowledged at the border, but its authority does not extend beyond it.

To most of the Vale, the Shifting Kingdoms are an unreliable neighbour whose internal disputes regularly spill outward as trade disruptions, border skirmishes, or refugee movement. Vale authorities treat the region cautiously, dealing with individual rulers rather than assuming any lasting settlement. Stability there is not expected, only managed, and familiarity with its shifting claims is considered a necessary skill for diplomats, merchants, and anyone travelling its roads.

A Name That Takes a Side

Within the Vale the region is the Shifting Kingdoms; to those who claim authority there it is Thalenor, a rightful realm only temporarily diminished. To say one name in the wrong company is to take a side — "Thalenor" before Thalenori officials denies their legitimacy, while "Shifting Kingdoms" marks the speaker as aligned against the claim.
